It seems like this scannable has disappeared from the Tower, even though it’s still showing in the inventory in the API.

true, its not shown at the tower anymore. sadly its the last one i need in my collection.

I’m pretty sure it’s just been moved. There is a side door, that you scan, rather than scanning the book in the windowsill.

In regards to your query, the book has indeed been moved from its initial position.
It can now be found near the door for the Speaker’s private quarters, to the right of the arch before you head to the Bazaar, coming from the Courtyard.
