I’m not sure I agree with your interpretation of Chaos Reach. I’ve always imagined it as a controllable “stream” of lightning, which is just a connection between two points of vastly different potential. In that scenario, you would not necessarily be exerting a force upon another object, simply expending energy to decrease the electric potential of whatever you wanted to electrocute while simultaneously increasing your potential so energy would flow from you to the object via the plasma stream. Still raises the question of where you are getting that energy from though. Maybe some kind of Zero-Point energy.
